Changes in character from previous game:
Mainly a bit to her personality. Ibuki has regained her [spoilers] memories, but in her previous game she had plenty of positive reinforcement and attachments for it to affect her too negatively. While before she was already averse to violence in general, she is now considerably more afraid of even touching a weapon. She's a lot more emotionally vulnerable, and ready to let her feelings show to those she's become attached to. Still, her fun loving nature is readily apparent in relaxed situations; but it's easier for stressful situations to get to her than they were before.
She's also drastically improved her cooking ability and even has some engineering/electrical training with help from others. The latter pretty much exclusively from Colin.
Also, thanks to regaining her [spoilers] memories, she's actually quite capable of defending herself against a normal person. The problem is actually wanting to utilize what she remembers...
Personality:
Upon first meeting Ibuki under most circumstances, the impression she gives off is of one that is rather playful, incredibly energetic, carefree, and loud. Given her position as the Super High School Level Light Music Club Member, it's only natural that she has the sort of personality that would draw in a lot of attention. Besides just her image, it's really just in her nature as a fun-loving sort of person. Because of these factors, she is a very people oriented person. Yet, at the same time, she can easily be described as a huge 'spaz', which can be rather off-putting to some people.
Detailing her strangeness, she can really come off as random quite often. She may suddenly want to go on a very long walk, headbang a thousand times, stay out all day just for it to become night so that she can watch the stars, or she may just want to sit down and have a cup of tea with somebody. These examples all come up in Dangan Ronpa 2 during (or when beginning to approach her for) Ibuki's free time events. During these moments, she is driven by whatever whim comes to mind. Ibuki may even do something strange and unusual such as biting somebody's arm. In a way, she can really come off as completely childish.
She's not unflappable, though. In the end, she is still a teenager that still has yet to experience much of what life has to offer, and upsetting situations will certainly cause her to be... well, upset. In extreme cases (such as finding dead bodies), she will even start frothing at the mouth and have verbal tics.
And yet, once the shock of such situations are over, Ibuki will recover her usual self; seeming to have something of an amazing willpower in the face of despair. Even during the “trials”, while directly discussing morbid subjects like the cause of murder or the weapon, Ibuki doesn't seem to be terribly shaken any more by what had happened. That's not to say she feels nothing about such terrible tragedies, because she is certainly far from being a cold hearted person. If anything, going back to her joking attitude is merely her hiding how she feels about what's going on during these terrible situations. As it is in her nature to 'spaz out' in general, she hardly ever keeps on anything resembling a calm facade; especially during big revelations.
Ibuki's good cheer isn't just limited to keeping herself happy, though. She's more than willing to extend out and help those around her. An example of this is her last free time event with Hajime, where she points out that all the playing she'd done with him had been to help him remember his Super High School Level talent. However, she doesn't always think these through as much as she should, and sometimes these plans don't quite have the desired effect... Not everybody enjoys her brand of freaky metal, after all, and putting on a concert freaked out a number of her classmates.
As the Super High School Level Light Music Club Member, Mioda is very dedicated to her art as a musician. This is one of the few things she is passionate about, to the point that she has to take charge and is usually unwilling to make compromises on creative direction. She has a set vision on what she wants to accomplish, and is more than willing to go solo (which she did) if she's unable to find band-mates willing to go along with her. Her dedication goes beyond just practicing music, as she keeps herself very physically in shape to be able to stay energetic throughout the entirety of a concert. In one of her freetime events, she goes a whole five laps around the island with Hajime; the latter of whom is winded by the ordeal, and yet Ibuki is still full of energy. Another tidbit from her events indicates that her biggest dream is to find somebody she can truly trust to play music with.
That said, though, she really isn't much of a leader outside of music. She's more than willing to follow another person's lead, should one step up to the plate and prove themselves capable, as Byakuya Togami did during the first chapter. Of course, this is assuming a situation in which such a leader is necessary. She's more than capable of going off and doing her own thing in relaxed situations, or just dragging people out to have fun for that matter.
What really isn't apparent about Ibuki Mioda is that she has a strong need to connect with other people, and she is quick to become lonely. This is reflected especially in her free time events with Hajime where, right after speaking of why she left her band, she mentions, “But being alone... is a teensy bit lonely”. Hajime's thoughts on the matter suggest that he's picking up that it's more than just a “teensy bit”, as he decides it's fine to play along with her whims to help her with her loneliness. Even in the drama CD, she mentions how she misses her old band-mates. It's through this information that one realizes that her attention grabbing nature reflects an actual need for attention, which she desperately craves if left alone.
